Cargo Shipping To Venezuela

If you are shipping to Venezuela or moving overseas to the country, there are a number of shipping ports in Venezuela. Shipping ports in Venezuela include: the Port of Puerto Cabello and the Port of Punta Piedras.

If you are interested in international cargo shipping to Venezuela duty free, you must be a citizen of Venezuela or a foreign diplomat. If you are shipping to Venezuela duty free your cargo may still be subject to a customs tax of about 1% of CIF value. Shipments to Venezuela that belong to foreign nationals are subject to duty fees.

At least 3 days prior to the arrival of your shipment in Venezuela, you should have all the required documentation completed to start the customs clearance process when the cargo vessel arrives in the shipping port in Venezuela.

Due to Venezuelan Customs law, customs clearance must begin within 5 working days of a shipment’s arrival in a shipping port. If this does not happen, it is possible that there may be a penalty.

If you are shipping personal items and household goods, required documentation for shipping to Venezuela includes:
  • Passport showing departure and/or entry stamp
  • Two original Bill of Ladings (OBL) or Airway Bill (AWB)
  • Clearly written inventory with details (no “Packed by Owner”)
  • Certificate of USE stamped at Venezuelan Consulate of origin (this applies to Venezuelan citizens and Residents)
  • RIF certificate (for tax purposes)
If you are shipping new items to Venezuela additional rules and paperwork may apply. As of May 1, 2001, Venezuelan Customs requires the Andean Value Declaration Form. Only duty free shipments are exempt from providing this document.

Inventories for foreign nationals must provide detailed information about content, make, model and serial number of every domestic and electronic item that you are shipping to Venezuela. If you are shipping furniture to Venezuela, you should document the material it is made from (for example, plastic, wood, rattan, etc.).

Customs regulations and documentation are strongly enforced by customs officials in Venezuela. If you do not follow the requirements, duty fees may result.

Normal customs clearance for cargo shipments (when requirements and documentation conform to Venezuelan law) takes about 5 to 7 working days from the day that documentation is given to customs officials in Venezuela.

If you are shipping to Venezuela, you will be required to pay duty fees on household goods if you are a foreign national. If you are a citizen of Venezuela or a resident of the country, you must pay duty fees on new items. Duty fees are based on the type of goods you are shipping. The average duty fees for a typical household goods shipment to Venezuela is 20% on CIF value.

If you are a citizen of Venezuela, or a returning resident of the country, you can ship used household goods duty free as long as you have been outside of the country for at least 6 consecutive months or longer.

You are expected to pay duty fees on any new items that you are shipping to Venezuela. You can obtain an Original Certificate of Use overseas from a Venezuelan consulate in your country of origin.

Required Paperwork when Shipping to Ecuador

If you are interested in shipping a car to Venezuela, you are allowed to ship one vehicle to Venezuela duty free as long as you meet the following rules:
  1. You are a Venezuelan citizen or returning resident that has been away from Venezuela for at least one year before shipping.
  2. You have been the owner of your vehicle for at least 11 months before shipping to Venezuela.
  3. All required documents for the vehicle are listed in your name. See below for additional information on required documents for vehicle shipping to Venezuela.
  4. Original Certificate of Use must be provided by a Venezuelan Consulate located overseas.
  5. Only one vehicle, valued at under $20,000, is allowed to be shipped to Venezuela duty free per person.
Foreign nationals are not allowed to import used vehicles to Venezuela but are allowed to import new vehicles to the country. Foreign nationals, Venezuelan citizens and residents of Venezuela returning to the country after having been away for an extended period of time, may import new automobiles to Venezuela.

If you are shipping a vehicle to Venezuela, you will need the following paperwork and documents:
  • Passport
  • Four Original Bill of Lading
  • Original commercial invoice for your vehicle with your name listed
  • Original vehicle title with your name listed
  • Original Certificate of Use stamped at the Venezuelan Consulate in the country where your shipment is originating, and listed to your name (for both Venezuelan citizens and residents)
  • RIF certificate for tax purposes
